Allow user to optin to Updates_light

Describe the bug/issue
We got report that our price don't scale well even with credit system.
So on other option to consider is to create a new endpoint, where all features are disabled, and you can only serve one version if that matches the criteria of version strategy, nothing more, this should allow us to extremely cache the endpoint and then reduce the cost and the price.
