Method list is final

This issue covers method-list.json including all methods that we want to cover in the API.

At the moment, these are the main considerations:

• Remove StateMinerInitialPledgeCollateral #35
• any other comments on the FIP
• All methods should be covered in the lotus V1 api: https://github.com/filecoin-project/lotus/blob/a83d02efbafa583c1fdcbb50483413eeadf5be9a/documentation/en/api-v1-unstable-methods.md

Don't forget to add a task to update the actual text of the FIP in filecoin-project/FIPs#1027
