Would it be worth implementing events via a separate mod?
This would let players:
Subscribe to events mod separately if they want events
Keep same events system regardless of whether they use RealTime or RushHour
Use events without RealTime or RushHour (not sure if this is feasible?)
My main concern is that if RealTime and RushHour both implement event systems, and they diverge, it's going to be a PITA for players and asset authors alike.

Yes, events should be moved into a separate mod. However, I'm not sure that it's possible to make them compatible with Rush Hour 2. They are currently compatible with original Rush Hour, but if the dev will change something in the XML format, they will become incompatible.
This is a very low priority feature IMHO.
