UHF-11032: Changed exclusion logic for table of contents

UHF-11032

What was done

• Added a generic class to each place where things need to be excluded from table of contents

How to install

• Make sure your instance is up and running on latest dev branch. Easiest to test for example in sote since it has unit pages.
  • git pull origin dev
  • make fresh
• Update the HDBT theme
  • composer require drupal/hdbt:dev-UHF-11032
• Update the Helfi Platform config
  • composer require drupal/helfi_platform_config:dev-UHF-11032
• Run make drush-cr

How to test

• Add a survey to the instance you're testing in
• Go to some unit page that has a table of contents for example https://helfi-sote.docker.so/fi/sosiaali-ja-terveyspalvelut/terveydenhoito/terveysasemat/kalasataman-terveysasema
• Make sure the survey title isn't coming to the table of contents
• Make sure the table of contents looks the same as in production https://www.hel.fi/fi/sosiaali-ja-terveyspalvelut/terveydenhoito/terveysasemat/kalasataman-terveysasema
• Check that code follows our standards

• This feature has been documented/the documentation has been updated
• This change doesn't require updates to the documentation

Translations

• Translations have been added to .po -files and included in this PR
