Create reusable Organizations django app that allows current Helsinki organization structure to Kerrokantasi, in place of the current outdated data

The kerrokantasi Organization model has already been changed to support hierarchical organization structures.

This is just a matter of separating it in a new app that contains an importer from the new Helsinki organization API at https://api.hel.fi/paatos/v1/organization/

Actually, the app may already (by the time you read this) be created by the linkedevents project. In that case, just plug in the existing app.
