This address is standardizing to 5589-00 FRONT ST. This is kind of "garbage in, garbage out" but - should there be a check to make sure the standardized high_num is always higher than the low_num? Or just raise an error at the start?

Not a valid ranged address number or block. In those case the code ignores the second number. Good?
