Add button next to Log in or Sign up called "Visit the Discussion"

On click, the button takes the user to our list of issue threads (i.e. the feed)

Allow the user to click into any of the threads, but if they vote on a Civi, attempt to open a new issue thread, or attempt to add a new Civi create a pop-up asking them to enter an email, user name and password.

If they submit this information open a new window to complete the registration process as per our existing registration process.
