Split from #230

It would be beneficial to internationalize the UI texts so that the project could reach more communities.

Determine how best to add internationalization/localization to UI texts.

Task

  • create a list of all Django templates that text withough i18n tags
  • add list to this issue as a comment
  • add i18n tags around text in Django templates

Note: we can skip the Backbone templates for now, since they will soon be rewritten.

We can use gettext module..
