This PR implements a regional polar simulation using a prototype coupled IceOceanModel, with initial conditions and surface fluxes derived from the Southern Ocean State Estimate.

This PR also opens a "validation" directory that shares code for prototyping new abstractions and "complicated" setups that aren't suitable for user examples. The validation directory borrows from Oceananigans, but implements a protocol for adding and maintaining each validation case. In particular, each validation case must be contributed along with an environment that specifies the packages needed to run that case, including compat that restricts the version of ClimaOcean for which the present code is valid.

Actually, I'm closing this because the SOSE-style simulation is a little too expensive to make a good testbed for prototyping.
