Move discord bot to postgres

Discord bot is still sending updates to supabase. We should move it to postgres.

Discord bot flow connected to postgres can be tested now. Thanks @singhalkarun for the help in figuring it out. QA please test the flow in the CTS server. Please head over to #certificates-and-dpg-profile channel and click register. It should flow as expected and data should be updated on postgres and not supabase. Just ensure you are not a contributor role when you test each flow.
