The City of Chicago links directly to Socrata's API docs, so they can skip writing their own API docs. See http://dev.cityofchicago.org/

We can check with Ron Pringle. Given that Socrata is a company that provides Open-Data Outsourcing vs the FOSS that is CKAN (and the choice of Boulder City), indeed, API/interoperability is a good question.
