Montgomery County Schools are changing their start times for primary and secondary schools, switching the two so that primary school children will be starting earlier. There are a lot of people concerned about the safety of their children catching the bus while it might still be dark outside (among other concerns). Code for America deployed an app in Boston in 2012 that allows parents and students to login to a website to find out where the (GPS enabled) school bus is and when it would get to their stop. Implementing something similar here might help alleviate concerns here.
