Wrong "file location" links in Scout GH Action output

Issue description

The File location link displayed in the Scout GitHub action report is wrong, as it refers to the "compare changes" view. E.g: compare/src/lib.rs?expand=1.

It seems that the name of the file is being interpreted as the name of a pull request.

Expected behaviour

The link should refer to the proper file and location of the issue. If this is not possible, remove the links.
