Add ephemeral localscratch bind mount

Tested in the test env

[xmb@floor1 ~]$ cat /proc/mounts | grep vdb
/dev/vdb /mnt ext4 rw,seclabel,relatime 0 0
/dev/vdb /localscratch ext4 rw,seclabel,relatime 0 0
