What is the frequency of PCLK? Arduino is running at 16MHz, XCLK at 8MHz (by setting PWN compare TOP to 0) From what I understood from OV7670 datasheet, you can increase PCLK frequency by PLL, is there a way to decrease it though?

See register 0x11 It lets you divide PCLK by an integer. To get fractions combine the multiplier with the divider.
