Anisotropic refinement

Now that we're splitting tiles based on null hypotheses, we're in a position where we sometimes get long and skinny tiles. It might make sense to refine these tiles in only one dimension so that they become more square. I don't think this is that hard, but I don't want to deal with it right now.
