please add configs for the canBeChiseled hardness range
and a block tag to blacklist blocks that mod and modpack devs don't want players moving by unintended/undesirable means

some examples in my case would be budding gemstone blocks and reinforced deepslate

I don't really want to make budding gemstone blocks have 101 hardness
but I might have to because I'm using 1.19.2
