When on desynced mechanical bearing contraptions, redstone contacts that power adjacent contacts in the world causes the contact which arrives last to skip being powered, but there is still a block update. In the video you can see that when they are completely out of sync, both the piston and the observer for each bearing contraption gets powered on the passthrough, however when the left bearing, whose speed is slightly faster than the right bearing comes close to syncing up but not completely, it arrives first and causes the bearing on the right to skip being powered, but still give a block update.
