I'm facing the same problem too. However when I untick systemui and lock screen app in the lsposed menu for OC, the problem gets solved.
And circle to search also works only in the app launcher and recents when bugged.
So I believe it's somehow about the immersive status of the nav bar, or status bar height.
Plus after a few tests with the settings enabled, I found that the app below the nav bar is stealing the long press gesture from systemui or launcher, with the expected behaviour of being handled directly by systemui and then invoke the activity for circle to search.
Ny device is OnePlus 12R with circle to search already shipped in OOS 15.
