unavailable jobs should not show in occupation preferences #87

Jobs that are unavailable due to having their slots set to 0 should be hidden in the job preferences, not shown with UNAVAILABLE.

This obviously should not effect showing banned jobs and the like- only ones unavailable due to being set to 0 slots.
