Won't always Cast Haste II #150

Using cureplease on windows 10, retail FFXI. No matter what i do, i can't seem to get Haste II to cast on all party members. sometimes it will cast on certain players, sometimes it will cast on none. I even reselect the Haste II option from the main drop down menu and nothing happens. Any thoughts on this?
have the latest dll files too. Thanks
