Add in-place help system for data dictionary

Need

Entities and filters have specific definitions given in a data dictionary. We would like a hover/toolip mechanism with the ability to link to a data dictionary with more detail or context. See design ticket.

Approach

• Create a yaml file with:
  -- key
  -- type (entity or attribute)
  -- Azul API term name
  -- schema key (FSS or BIO Core Term ID)
  -- description (from schema)
  -- description: override
