rotary_embedding v2接口还多了很多其他的功能，完全对齐GPU接口

op_tensor sub 部分规模下存在bug，于 cnnl v1.24.修复

rotary embedding
4月版本会交付 rotary的反向，forward接口会新增功能，加 v2 接口
