my ore doesnt generates on grass

Grass usually starts at y level 64 and higher. The configuration however is set to only generated up to y level 60. Increase HEIGHT_RANGE.

When I tried on stone it worked but on grass not

You need to use GRASS_BLOCK instead of GRASS. If you plan to actually replace normal GRASS then you probably need to increase the veins per chunk amount. Since the probability of hitting GRASS is very low.
