Moves rollback functionality to a separate service. This is part of the Great Specimen Processing Service Cleanup, see the Equality Service migration in another PR. The two PRs are both off main because they're independent from one another, and it'll make review easier.
Don't be afraid of the line count, 700 lines is just from testing the new rollback service. Do you SEE that test coverage? Pretty tight.
