用行政區,地政事務所代碼,段名,段號,地號作為 identifier。 針對 2018 & 2022 的資料，各有 6000 多筆資料是有重複的 identifier。

應該需要抽樣、手動去檢查一些重複的資訊，否則 disfactory 後端的資料可能會有重複，重複的資料，可能也會讓前端使用者無法單選特定的工廠。
