Make separate root menu for all MB actions in context tagging menu and may be with not so long strings.
MusicBrainz / Get tags by TOC
MusicBrainz / Get tags by metadata
MusicBrainz / Get tags by MBID
MusicBrainz / Add TOC
And also we have place to future possible actions ;) Like update only custom fields.

Reasoning of this, that all other addition action have or one item, or one folder with many actions, look at screen

The most often action may be connected with shortcut, but every time when i search my scripts i dazzled by this MB items :)

IMO it should stay in Tagging as all the tagging foobar extensions.

It stay in tagging menu of course, it just group all MB action in one sub menu. Look at another mockup http://img819.imageshack.us/img819/6069/20120809210156.jpg Like it done for discogs plugin.

P.S. If you think that is very long, so you can easily set shortcut to any one action. And if Issue #44 "More actions and usability in getting tags error window" will be done, so to this menu, you can go only once, when will set shortcut :) But now as said I always can't fast to script menu for example, I always found it with hard with my eyes.

Frankly speaking for myself I like how it is currently more than having one more nested level to go through.
I like keyboard short cuts too but currently the items are already grouped together in the tagging menu, I can remove the other items if I don't use them. IIRC we can edit menu items in foo bar settings, can't we ?

Yeah we can edit, but just turn off or turn on menu item http://img521.imageshack.us/img521/9154/20120811134115.jpg And yes I try it and very good that shortcuts still work, if turn off menu item. Bad thing, that grouping in submenu or reverse operation we can't do with fb2k.

P.S. So, wait another opinions from other people :) Bad thing that, github can't give simple voting, like userecho service.
