Create a image library for default articles images

As an editor or contributor I would like to easily choose an appropriate image from a predefined set of images.

Possible Implementation:

• add a checkbox "Default" to Image media entity.
• limit use of this checkbox only to Editors (may require Field permission module)
• create new entity browser view display with filter to only Default images
• add new tab to Entity browser to reference the view
• create a set of default images for Drupal, Drupal 7, 8, twig, php, sql, …

Změna v zadání:

• Místo checkboxu uděláme tagy, což bude více univerzální a použitelné i pro další situace.

Vyřešit permissions pro tagy.
Updatovat jádro na 8.6. (Blokováno #174)
Doplnit tagy do browseru v jádře.
