1) create_test: Details of test-mod searching should not be printed to info
2) case.setup: add a command line option to case.setup --disable-git

Fixes
1) ERS fix for buildnml/skip_pnl
2) Need to watch out for scan_children finding more children than intended when node1 has no attributes
3) Fix blesses for non-bfb testing suite
4) Brings in a new version of cprnc that has cmake robustness improvements
