Suggested by Sweden, ref #9

Environmental zones, low emission zones etc. (pedestrian zones)
Datex is currently working on zoneswith seem to go pretty much deepinto detailed level. As alignment is recommended by EU, TN-ITS will take some actions but how is not yet defined.
Better wait until strategy for zoned in TN-ITS is clear.
