Time validity information

Question from Lithuania.
"In Lithuania we have two seasonal periods with different speed limits – first: from April 1 to October 31 and the second period - from November 1 to March 31. In Lithuania they are called summer and winter periods, but as you can see they are not related to calendar seasons. Thus, in this case, it is not clear how to indicate the validity period, as it is not a calendar summer or winter, and when trying to specify 04-01 or April 01, the structure is not understood. The question is, how and in what way can the validity of the transformed data be indicated?"

I think that they will have to provide two features of type "speedLimit" for each speedLimit - one for each season. Each feature will need a TimeCondition, and I think they only need to specifiy the OverallPeriod with overallStartTime and overallEndTime. Like this:

we are also in need to add various condition related to time, eg

• time of the day where certain speed limit rule applies, potentially in combination with day of the week: eg. school zone 30km/h from 7-16 applies M-F.
  There are many of those throughtout the country.

it could also be conditions that applies to certain type of vehicles (eg, no thru traffic exept for bus 9-15)

What is the recommended way to send this information in TN-ITS?
Any effect of Datex/TNITS merge?
