Tooltips should use Bootstrap instead of JQuery #154

The tooltips that pop up over the fields of the metadata when depositing an item currently use jQuery. Bootstrap tooltips look nicer and fit with the overall "look and feel" better, so we should switch.

I've spent nearly a day on this and I don't know how to proceed. Given that the jQuery tooltips actually look OK, I propose to spend no more time on this and close the issue, unless someone disagrees.

As agreed, I'm closing this issue. There is a namespace overlap between bootstrap and jQuery-ui with the 'tooltip' attribute. Since we cannot stop using jQuery-ui, fixing this would not be worth the effort involved.
