RINEX2 timestamps from tdb2rnx #49

I think we have an extra space before the seconds field in our timestamps generated by tdb2rnx.

" 24 10 3 15 6 15.0000000"
should be
" 24 1 9 15 6 15.0000000"

Because of this, georinex is reading our timestamps incorrectly
