Tab bar is below the bookmarks bar #87

I know some people prefer the tab bar to be under the bookmarks/address bar, and it is the default. But I am used the "normal" settings. So, could anyone guide me to place the tab bar above the address bar. Oh yeah, and the traffic lights are not showing. I am using Windows 10.
