retrieving the direction of the imbalance to determine the applicable imbalance price ?

But how can I get the columns [17.1.H] on the same page to get the "Situation" ?
At the end I would like to retrieve the imbalance price for Belgium (last column "Price" of the table in https://www.elia.be/en/grid-data/balancing/imbalance-prices-15) ? is this possible ?
