Nuclear Thermal Rocket Engines and Nuclear Thermal Working Fluid Tanks are craftable but the Nuclear Thermal Fission Core is not.

I will add that i cheated one in for my poor friend who made like 20 engines and tanks and it worked perfectly with the mod default hydrogen fuel

From observation of my friends spaceship, they make a lot of thrust (no idea if its actually a lot compared to advanced engines and also he had a lot of engines) and according to the wiki they allow for interplanetary (not intergalactic) travel
