Incoperate More User Testing in Dev Process

What problem is the feature trying to solve?

We have a few projects (#297 and #298) that impact UX. We need to make sure to incorporate users who rely on assistive technology into our development.

Desired Solution

A system that allows us to tag a user who relies on assistive technology on a Pull Request, so they can quickly add comments.

Alternatives

There is no alternative. We need users who rely on assistive technology to test our work.
