How easy it is to add circle tool in Image Discovery with user defined center x, y and radius?
Does it support arcgis javascript 3.9 api?

This wouldn't be too difficult to implement but it would require an ArcGIS Server geometry service to buffer the center point. When i have some free time i will implement this.
