Placeholder for total number of active quests #33

I'd like to see a placeholder added that simply returns the number of active quests a player has, such as %pbqactivequests%.

If a player uses /pbq info and they have 3 quests displayed there, the placeholder should return "3"

This would be useful for implementing an accurate quest limit into virtualchest GUIs
