Fixed formatting and corrected plan availability info

There were some formatting inconsistencies - I fixed them according to the style guide here: https://stackoverflowteams.com/c/expensify/questions/17353 Also, tax tracking is available on Collect and Control plans, so I updated the doc accordingly.
