Properly handle the task's closed state to remove the green dot for closed tasks.

  • The component has the minimum amount of code necessary for its purpose, and it is broken down into smaller components in order to separate concerns and functions
• If any new file was added I verified that:
  • The file has a description of what it does and/or why is needed at the top of the file if the code is not self explanatory
• If a new CSS style is added I verified that:
  • A similar style doesn't already exist

@tgolen a couple of notes:

• The ReportUtils function you've requested already exists, but it was not exported: isWaitingForTaskCompleteFromAssignee.
• I believe it's the recent changes of Task structure that now require using the parentReportAction to check if the task is closed.
• Because of that, we cannot use ReportUtils.isWaitingForTaskCompleteFromAssignee directly in OptionRowLHN, and need to pass it as a prop in SidebarUtils.getOptionData

This case is not just about the green dot, but about updating the whole report on the device B.
I believe, this is out of scope of this task, since after the report is updated, the green dot disappears as it is expected.
