Action Performed:

1. Start a trial as an admin.
2. Do not add a credit card or commit to any users.
3. Attempt to switch to PPU

Expected Result:

If an admin is in a trial and has not added a credit card or committed to any users, they should be allowed to switch to PPU.

Actual Result:

Admins in a trial cannot transition to PPU, even when no payment method is on file and no users have been committed.
