[FEATURE] Dockerize the project

like discussed in issues number 1167 of original project, a few pass of contributors have issues in make the project correct run in they machine, add docker to project is make this assignment more easy.
since the project is not very friendly with operating systems other than Linux, add docker will improve the number of new contributors.

Describe the solution you'd like
the Docker is a platform that use OS-level virtualization. add this to project will convert all operational system to run the same dependency and "same OS".
