Allow instance ID map lookup to work with our without leading "." or check digit for III Bib migrations

When migrating III bibs and associated holdings/items, you may encounter mismatches between the version of the legacyId found in the MARC 907$a and those present in the items/serials checkin records. This can cause transformation of the latter to fail without modifying the Bib ID values to match those in the MARC Bibs. It should be possible to modify the tools in such a way as to eliminate the need to perform this particular pre-processing step.

Possible approaches:

• If a III-style Bib ID is detected, strip leading "." and trailing check digits before writing to the instance ID map #719
• If a III-style Bib ID is detected, add leading "." and trailing check digits before look-up from the instance ID map
• Store mappings for all forms of the bibId in the map (this may make more sense if we move to a db-style datastore for the id maps)
