Let admins enable/disable the web console

The Web Console is a complex topic. Using the Iframe (Like in the module prior to version 0.0.5) is not secure and will not be continued.

I have written up some stuff in Discord already and will provide these infos as a starting point for discussions.

Long story short: We will need a websocket proxy between the users browser and the proxmox server
