Can not save/load configuration to/from /etc/frr/frr.conf when using integrated-vtysh-config.

Describe the bug

• Did you check if this is a duplicate issue?
• Did you test it on the latest FRRouting/frr master branch?

When I try to write the configuration to /etc/frr/frr.conf, FRR can not save the modified configuration.
I have checked the history issues, but found no solution.
I have already added 'service integrated-vtysh-config' in /etc/frr/vtysh.conf.Here is my operation procedure.

To Reproduce

1. Login FRR by vtysh;
2. Modify hostname;
3. Use 'write' command to save configuration;
4. Quit vtysh;
5. Use 'cat /etc/frr/frr.conf' and re-login vtysh.;
6. From the results, it can be found that the configuration was not saved successfull.

Expected behavior
'hostname' can write to /etc/frr/frr.conf and load the saved configuraion when re-login.

With vtysh this is complicated. Every daemon can have its own hostname like /etc/frr/bgpd.conf, /etc/frr/ospfd.conf, etc. With vtysh you get just the hostname of the system (uname).

Delete all the configurations from /etc/frr, and leave only frr.conf.
