BGP ipv6 not installing routes to kernel #13609

Hi and thanks in advance for your thoughts! I have two FRR installations, one at a colocation and one at my home. I'm trying to route part of my ipv6 allocation to the house to prevent having to renumber certain things when my provider gives me a new dynamic ipv6. I have BGP mostly working, except that I can't get the routes to actually install in the routing table. Here's the output of received-routes:
And then when I check just the routes:
I'm wondering if whether the fact that FRR is translating the next hop to a link-local address has something to do with this? I've configured a route-map (router config on home-side) with prefer-global but it doesn't appear to affect it:
And for good measure, here's the router config for 2602:814:400f:f1f0::1
My main question I'm looking to answer: Why are my ipv6 routes not entering into the routing table? I am also running bgp ipv4 on the 'home node' and it is properly installing routes to the pfsense kernel so I must have something mucked up on the ipv6 config side.
