Unable to set ipv6 next-hop

Hi,

Describe the bug
when set ipv6 next-hop xxx in route-map， I get error log:

line 115: % Unknown command[59]:   set ipv6 next-hop xxx

• Did you test it on the latest FRRouting/frr master branch?

• OS Version: Debian 9
• Kernel: 4.14
• FRR Version: 8.5.2

What are you trying to accomplish? There are actually more specific commands:

(config-route-map)# set ipv6 next-hop 
  global         IPv6 global address
  local          IPv6 local address
  peer-address   Use peer address (for BGP only)
  prefer-global  Prefer global over link-local if both exist

I use bgp with multihop and should change ipv6 nexthop like ipv4 set ip next-hop IPV4_ADDRESS do, It is failed. I check the doc, set ipv6 next-hop global IPV6_ADDRESS works.
