Is FRR in CI topotest configure with "--enable-fpm"?

I want to run a unit test for fpm, I run zebra like:

        router.load_config(
            TopoRouter.RD_ZEBRA,
            os.path.join(CWD, '{}/zebra.conf'.format(rname)),"-M fpm"
        )

Test passed In my local testbed but in CI my test failed, topotest log report as followed :

failed on setup with "AssertionError: Timeout(10) waiting for /var/run/frr/zebra.pid to appear on r1"
E AssertionError: Timeout(10) waiting for /var/run/frr/zebra.pid to appear on r1

test/r1/zebra.err report as:

frr_init: loader error: dlopen(/usr/lib/i386-linux-gnu/frr/modules/zebra_fpm.so): /usr/lib/i386-linux-gnu/frr/modules/zebra_fpm.so: undefined symbol: zfpm_protobuf_encode_route
frr_init: loader error: dlopen(/usr/lib/i386-linux-gnu/frr/modules/fpm.so): /usr/lib/i386-linux-gnu/frr/modules/fpm.so: cannot open shared object file: No such file or directory
frr_init: loader error: dlopen(fpm): fpm: cannot open shared object file: No such file or directory

It seems didn't load fpm correctly? But compile-frr.sh configured "--enable-fpm". I don't know what happened in CI. May I get some advice?

I have got the answer. I think HAVE_PROTOBUF in configure.ac is incorrect.
