I'd look at what other network OSs use. Cumulus for instance is Debian-based. And FRR has nothing to do with the forwarding, it's a control-plane. It's more like you have to look at the kernel that is shipped with the distribution, what the performance issues it has/hasn't, etc. Hope that helps.
